Im pretty new to PvP and want to clear up a question on "Unlocking" items.

Just to clarify for example; on my ranger, In game I have found, identified and unlocked, bow grips of marksmanship, but not a *perfect* +1 Markmanship (20% chance while using skills) bowgrip.

Is this why this grip still shows as locked when I speak to the priest of Balthazar? Because I have not yet found a perfect bow grip of this type?
And for other items as well, because I have not yet unlocked a *perfect* version in game?

Indeed, to unlock the perfect PvP mod, you need to find the perfect PvE counterpart. Due to how rare perfect mods are of this kind, it is far easier to unlock them with faction in my opinion.
